Rebuild, Recover, Reimagine: MODPADZ Emergency Housing for Californians Affected by Wildfires

Based on the January 16, 2025, Executive Order N-9-25 issued by Governor Gavin Newsom in response to the devastating fires in Southern California, MODPADZ has a significant opportunity to assist affected residents and offer rapid, compliant housing solutions. Here’s how MODPADZ is helping customers with the provisions in the executive order:

🔧 How MODPADZ Can Help with the the Emergency Order

Eligibility for Temporary Installations

  • The order suspends local zoning laws and state permitting rules for placing manufactured homes, mobile homes, modular structures, and RVs on both public and private lots for three years.

  • This directly supports MODPADZ’s ability to deploy Advance Cabins, Expandables, and Space Modules in disaster-affected areas without delays from local ordinances or CEQA (California Environmental Quality Act).

🏡 Housing Type Advantage

  • MODPADZ units can be classified as modular or manufactured housing, aligning with the types of emergency structures the state is promoting.

  • These can serve as temporary ADUs, primary dwellings, or community shelters while permanent homes are being rebuilt.

Fast Deployment

  • Our modular homes can be shipped in parts and are assembled on-site, reducing environmental and zoning friction, or fully assembled.

  • This complies with the order’s push for quickly deployable and affordable housing.

💼 No Certificate of Occupancy Delay

  • The order suspends the requirement that a certificate of occupancy for an ADU must wait until the primary dwelling is rebuilt.

  • MODPADZ customers can use their temporary homes immediately upon installation, with reduced red tape.

🛑 Regulatory Suspensions Include:

  • Mobilehome Parks Act

  • Special Occupancy Parks Act

  • California Coastal Act (for qualifying projects)

  • Manufactured Housing Act (regulatory fees waived)

  • Local zoning (Government Code 65853–65863.13)

  • HCD fees and park manager training program fees

🛠️ Minimal Site Work Required

  • Since MODPADZ units can be shipped in parts or fully assembled and are above-grade, they are ideal for challenging terrains, hillsides, or areas needing minimal foundation work, such as Los Angeles and Ventura County burn zones.

⚠️ What This Means for Residents

  • MODPADZ can provide housing that qualifies under the emergency declaration for legal, temporary use on your property for up to three years, with another extension of upto 3 more years.

  • No extensive zoning approvals required.

  • We assist customers through the setup, delivery, and compliance process.

  • Residents will need basic site prep (e.g., concrete pad or piers), utility hookups, and crane/forklift offload.
